Spratley & Partners secured planning in 2024 for 31 West Way in Botley, Oxford, for Lucy Group, situated opposite Oxford’s iconic Seacourt Tower. The existing office building was originally a chapel, built in 1913 and used until 1968, before being extended and converted to commercial use after World War II. The site’s current set-up is compromised by a lack of natural light, space, accessibility, and inadequate provision for services, thermal efficiency, and fire safety.
Our proposal retains and rejuvenates the historic chapel, ensuring its continued use, while redeveloping the remainder of the site to create two new high-quality, flexible commercial office buildings. The scheme is designed to reflect the characteristics of the Botley neighbourhood and overcome previous planning refusal for a residential scheme.
The development will feature a sheltered private courtyard at the centre and a landscaped green boundary that enhances the street scene. Building1, towards the north of the site on West Way, will combine the existing chapel with a new rear extension, delivering 317m² of commercial space. Building 2, to the south of the site, will provide 699m² of additional space.
Both buildings will use materials in keeping with the local context, including red brick, clay-tiled roofs, and stone detailing. Their positioning has been carefully considered to align with adjacent terraced housing, improve the streetscape, and create a focal point facing into the courtyard. Window locations and sizes will control solar gain and heat loss, directing views towards the courtyard and away from less attractive outlooks.
The proposed scheme is targeting a carbon reduction greater than 40% over Building Regulation Part L requirements (EPC A), alongside sustainable water management, improved site ecology, support for active travel with EV charging, secure cycle storage, and end-of-trip facilities. The design also prioritises well-being, social value, and a tranquil green environment away from the bustle of nearby streets.
